External DICOM Archive for long term storage

This feature enables configuration of an external DICOM archive for long term storage of studies. The feature can be divided in two parts :
One may also refer Backup of Nearline Storage System if the requirement is such that your archive has a nearline storage system, but eventually you also want to backup data
from this nearline storage system (which may have storage space limitations after some time) to an external long term
archive, sooner or later for retrieval purposes.
