Framework

Brian updated to develop and added the initialization feature
still working on documentation updates
passing tests locally
pushed commits but Travis is failing due to tests taking too long (50+ minutes)
@Ben to revise Travis setup so we can continue to use our test system #144
- we may use conditional jobs, build stages, or parallel builds for example

RSPM

@Brian - still working on Energy and Emissions
Plan to complete end of the month

RPAT

@Adi finished RPAT demand module
Working on documentation, due end of the week
congestion() is the next module and should be done end of the month
