retire irc meetings

Tagline: what time was the meeting again?
We introduced a change procedure a couple of years ago in order to be accountable and focus on library stability. One of the reasons this proposal was well recieved by my employer at the time was the amount of overhead represented by making decisions during the weekly IRC meetings.
Now that the proposal process is working; the weekly IRC meetings have lost their focus and are no longer being useful (or attended).
As such I would like to end the weekly IRC meetings.
