Plenario

• Issue #264 is still in a holding pattern
• Issue #340 and Issue #235 are blocked

We are unable to download large data sets -- they appear to be rendering their entirety on the server before being sent. In particular, this is effecting Divvy and Crimes. In addition to this, we have been getting odd errors in other data sets -- empty delimited rows: "". We're testing more locally to see what the problematic lines are.
