Meeting Guidelines

Most meetings have an agenda but are complemented by some time for unscheduled discussion ("open floor") towards the end, where smaller off-the-agenda things can be discussed freely. However, for the main part, the agenda is followed and people should focus on the topic at hand. It's up to to meeting chair to decide what topic to discuss at what time, and drifting to other topics should generally be avoided. Including off-topic discussions can be confusing, and costs valuable meeting time. Therefore, if desired, such topics should be brought up only once the chair has announced "open floor", be scheduled for the next meeting, or be discussed on the mailing list. Furthermore, if the chair thinks a discussion is taking too long or thinks it unlikely a consensus is reached within reasonable time, he can postpone the discussion or have it moved to the mailing list.

If someone wishes to speak up during a meeting, they can do so at any given time unless the chair stated otherwise. If you wish to express agreement or disagreement with what someone else said or to cast a vote, please do so by simply typing +1 or -1 respectively. Additionally, you might want to add the name of the person who made the statement to avoid confusion, or add a comment, e.g. "+1 janedoe" or "-1 janedoe, I think ".
