@crwilcox the tooling is still not tracking previous version correctly: this PR's generated changelog includes all the entries vrom the 2.0.0-dev1 release.

I am debating if this is an issue we want to address. Releasing dev candidates is a bit different than our usual releases. Is it easy enough to fix this by hand? I feel like when 2.0.0 goes out for instance, we want it comparing to 1.9 to capture all of it as the changes since?

Manually separate dev2 changes.
