ChanServ:FTRANSFER
FTRANSFER forcefully transfers foundership of a channel. This command is available to Services Operators with the chan:admin privilege.
Syntax: FTRANSFER <#channel> <founder>
Example:
/msg ChanServ FTRANSFER #casual vodkaswirl
