The tech school a Vic2 nation starts with is determined by its ideas in EU4. Using the investment types in idea_effects.txt, a profile of each nation's tech investments is determined. Then this profile is compared to the Vic2 tech schools (except for the ones in blocked_tech_schools.txt), and the closest-matching one becomes the nation's tech school.
