EU4 To Vic2: Country Mappings

The file country_mappings.txt is used to determine which EU4 country becomes each Vic2 country.

If a country does not already exist in Victoria 2, a new Vic2 country is generated as needed. If a mapping is specified in country_mappings.txt, then the tag specified will be used. Otherwise, a tag is generated starting with X00 and continuing in order (X01, X02, etc).

If a country was originally from CK2 and was not converted to a known EU4 tag, the converter will do its best to associate the country with the original title, and thus to appropriate flags in Vic2.
