wiredtiger-pr-bot / PR title is an ASCII string. Non-revert PRs begin with a WT ticket: '^WT-[0-9]+ .*' succeeded Apr 3, 2024 in 0s

WiredTiger automation tools use PR titles and commit messages of the resulting merge commit (which is derived from the PR title) to update Jira tickets.
For this to work the commit and PR title must begin with the wiredtiger ticket number followed by a space, and must use only ASCII characters. An exception to this rule is revert tickets which only need to meet the ASCII requirement.
