[Tracker] @deck.gl/mapbox v9

I've spent some time trying to work out doc and example updates for deck + mapbox in v9 (and ecosystem... react-map-gl v5 → v7, maplibre, and mapbox).

Examples and Docs

• New docs in this PR.
  • Highlights: New recommendations, WebGL2 interleave compatibility notes.
  • Address [Doc] Clarify future roadmaps regarding react-map-gl v7 APIs #8147, Add a useDeckGL hook in the MapboxOverlay apporach to be able to use deck.gl methods in React. #8250, [Doc] beforeId prop documented on Layer and within mapbox sub-module #7359
• Adopt MapboxOverlay in our getting started with react+mapbox example (merge #8181).
  • This makes the parent. We previously recommended using as the parent, but this no longer supports controls/plugins in react-map-gl v7.
• Replace MapboxLayer with an interleaved MapboxOverlay in our safegraph example #8557
• Nit: Rename safegraph example to mapbox-interleaved (or similar) #8522

Deprecation

  • Compatibility is slowly dropping.. it will always be WebGL1, which means deck can no longer share a rendering context.
