Use Book Name If Provided in RC

Story

As a translator|reader I want to see the localized Bible book name so that I don't have to know English to navigate a translation.

Specs

Some RCs, specifically those uploaded from tS, will have a book name encoded in front/title.txt (see https://git.door43.org/jdwood/tpi_eph_text_ulb/src/master/front/title.txt). This should be used for the book name on the rendered HTML pages.

Note that this may be a deficiency in our tS -> USFM converter because when we have a USFM project that is converted the localized book names are used if present. For example, https://door43.org/u/Door43-Catalog/ta_ulb/75edcdb4cd/ .
