As a translator|reader I want to see the localized chapter name so that I don't have to know English to navigate a translation.
Some RCs, specifically those uploaded from tS, will have a chapter name encoded in chapter_num/title.txt (see https://git.door43.org/jdwood/tpi_eph_text_ulb/src/master/01/title.txt and https://git.door43.org/jdwood/tpi_eph_text_ulb/src/master/02/title.txt as examples). This should be used for the chapter name on the rendered HTML pages.

Note that this may be a deficiency in our tS -> USFM converter because when we have a USFM project that is converted the localized chapter names are used if present. For example, https://door43.org/u/Door43-Catalog/ta_ulb/75edcdb4cd/#001-ch-026 .
