This PR adds a binding to python-mepack (pymepack) backend lyapunov solvers.
The binding offers the option for iterative refinement, supports (generalized) Schur factorization and (generalized) Hessenberg form and offers better performance when compared to slycot.
NOTE: branch for #2166 is based on the branch for the current pull request.
