Particle Desktop IDE AKA Dev

`particle-dev`

Main package currently containing most of the logic. In the future will be refactored into multiple smaller packages to separate concerns.

`particle-dev-profiles`

Authentication and config package. Allows sharing configs with the CLI. Provided methods are described in API docs.
