If using Equinox framework, do not have a version of org.eclipse.osgi in the local repository. It prevents or disrupts running osgi with equinox console.
Declarative Service Bundle Not Working
With version 2 of bndtools when using annotations, make sure you have selected the annotations type in the Declarative Services box (top left on the contents page/tab). As at 2 Feb 2013, a default value is not set and your bundle will not run.
