[US_IX] Update cadence change for hsn_FacilityLevel (Recidiviz/recidi…

…viz-data#29402)

## Description of the change

This table is a ref table that isn't updated regularly, so we changed
the cadence to be Irregular so that the us_ix_stale_raw_data_tables
doesn't fail on it.
