I use PureText with the default keyboard shortcut Win+V and experience the following incompatibility with Open Shell Menu.
The menu is activated by the following keyup/keydown sequence:
Win keydown
V keydown
Win keyup (=> activates menu)
V keyup
Either step 3 or 4 also triggers the PureText paste. In addition (and weirdly), the current window is minimized. (This happens with both the DEFAULT and the EXPERIMENTAL PureText paste mode.) The end result is that the window I've just been pasting in disappears and that the keyboard focus is on the opened Start menu.
The menu is not activated when steps 3 and 4 are reversed; however I very often inadvertently get the above sequence when pressing Win+V. I don't get this behavior under Windows 7 with the standard Start menu.
While PureText may be to blame as well, I would argue that the Start menu should not be triggered when there was a (non-modifier) keydown between the Win keyup and keydown.
This is with Open Shell 4.4.138 and PureText 6.2 under Windows 10 1903.
