Code migration to ROS 2 (foxy), using Plankton as the underlying UUV packages.

With some of the launch files only the syntax was migrated in order to enable execution of the launch file in ROS 2. However, it was noticed that in some cases the launch files have issues which are probably related to the Plankton packages.

Also, I suggest this branch is merged into a separate branch (i.e. not master) but I'm unable to create a pull request to a new branch.
