i2b2 Build

This should work for i2b2 data - like v0.0.2 -, changes:

• Made CliNER delete umls.db if an interrupt occurs when creating it.
• Made read_config.py more robust.
• Updated README doc to indicate how to run GENIA.
• Fixed errors when tear downs occur.

- Fixed issue with installation of dependencies.

This should work for i2b2 data - like v0.0.0 - but fixes a few minor improvements, such as:

- much nicer readme
- can set path to umls_tables in confix.txt
- cliner command requires that CLINER_DIR must be set in order to run
- fixed UmlsCache serialization race condition

CliNER i2b2 build

This release should work on the i2b2 2010 shared task data. This is an active project so please report any problems experienced.
