Hello,

I tried to build this project locally but I found some outdated information in the README.md, so I decided to update it:

Documenting that before the mix deps.get we need to setup the secret files
Documenting that the application will use PostgreSQL and not MySQL
Documenting the reason why we need to register a GitHub application

I hope you'll appreciate this PR
