Red color wasn't passing contrast test against white text so now it's a bit darker. I have also made it a variable, that should help the styling process for cobrands.
This commit tidy up some overrides that some cobrands were using to update their red color when displaying an error message.
I.e. flats above shops.
Added link to new Open311 page and made one minor copy tweak
