Increase amount of time that localization system is accurate without pinger data #367

Better Kalman Filter accuracy will increase our dead-reckoning accuracy. For this reason, we may be looking into how and from where the Kalman Filter reads velocity data.

In addition, implementing the bottom-facing camera may improve the ability of the Kalman Filter to accurately detect velocity, or at least the states of zero and non-zero velocity.
