Add sphinx_reredirects extension

It is the extension for managing redirects with client-side HTML files containing meta refresh tags. Many static file hosting doesn't support redirects, and to prevent 404 if page is moved or renamed, the client-side redirect are the only option. The extension supports wildcards and has configurable HTML file template.

How is this opposed to rediraffe (https://github.com/wpilibsuite/sphinxext-rediraffe), which adds trawling redirects and a built-in builder so users do not need to modify redirects themselves?

Hi Dalton, it looks like we did similar extensions. I googled a lot before creating my extension, but not found your rediraffe. Is it a problem to have both extensions listed? To compare them: You have automatic rename detection, while my extension is intentionally simpler and manual only. The advantage of my extension could be wildcards for specifying pages to redirect. For example redirects = { "agents/*": "operators/$source/",} or redirects = { "*": ""https://anotherwebsite.com/docs/$source.html"} Thanks, Matt
