bug: No permission to edit, but no error message on save

Describe the bug

When I want to edit a flow on PROD and I do not have edit permission no button to edit shows up. BUT! If I change the URL from "get" to "edit" it shows me the edit view and I can edit stuff. (I know this case is kind of artificial!)

When I try to save a draft it shows me a permission error message, cool that's how it is expected! When I try to save the flow it does not show me the error message, but just seems like it worked!

To reproduce

1. Try to edit something without permission on PROD
2. Try to save it
3. No error message is shown

Expected behavior

The edit view should not load or the save should have an error-indication just as the "save draft" has.

Ok, this just got more relevant as there is a related bug (I won't create a separate issue for this): If you do a content search and you do not have edit permission, then you can still click on the "Edit" button beside the search result which brings you to the edit view!
