Disable Pendo setup without explicitly enabling #4120

This makes it harder to enable Pendo, and adds a comment to reflect the fact that we're removing this.

What changed?
In preparation for removing Pendo completely, this removes the code that sets it up in the dashboard, and makes it harder to enable.
Why was this change made?
We are stopping capturing metrics in Pendo, this is a step towards this.
