docs(pydeck,pydeck-carto): Add documentation for pydeck v0.9 #8853

pydeck documentation is mostly unchanged, adding just some warnings on the pages for Jupyter-specific features, which are not currently supported in pydeck v0.9.

pydeck_carto documentation is significantly overhauled, adding documentation for the new layer and source types in deck.gl v9.

Should we mention the limitations in the changelog? What file are users most likely to consult?

Yes, good point, I've added a changelog entry for pydeck v0.9, and a note about the lack of Jupyter-specific features. I've tried to add a warning on every relevant page, but I suspect that jupyter-specific features and the installation page are the main ones.
