patch 9.0.1530: cursor moves to wrong line when 'foldmethod' is "diff"

Problem:    Cursor moves to wrong line when 'foldmethod' is "diff". (Rick
            Howe)
Solution:   Adjust logic for scrolling. (Luuk van Baal, closes #12364,
            closes #12218)
