只占用SO_MASK从右开始第1、2 bit，防止与路由器其他使用SO_MASK的功能冲突

  • 如果像原来那样，直接set-mark，有可能会清掉其他软件设置的mask，所以我们使用--set-mask 0x1/0x3
  • 这样，一方面，即使其他软件不管如何修改mask的其他位，都不会影响v2ray的tproxy代理
  • 另一方面，v2ray在整个代理过程中，也仅仅会修改从右开始的1、2 bit，其他位也不会去动
