Update .gitattributes and .editorconfig

Description

This PR updates the .gitattributes and the .editorconfig file to improve and streamline handling of line endings.

Motivation and Context

The changes ensure consistency and proper handling of text files and their line endings and binary files across .gitattributes and .editorconfig.

Types of changes

• Bug fix (non-breaking change which fixes an issue)

• Breaking change (fix or feature that would cause existing functionality to change)

• Documentation (changes that affect existing inline documentation)
