We should review and clean this interface, making sure appropriate data structures are used and avoiding redundant function arguments. Consider refactoring into the new plugin interface.

I suggest to wait a bit with refactoring into the new plugin interface, I plan to make surrounding tag SimulatedDevices/SimulatedDeviceROS optional, this way nobody will have to change their config files...

FYI: Surrounding tags for simulated devices are now optional (in hydro-devel branch)...
