transfer_student command

A command that can transfer a student from one class to another with the option to transfer submissions.

Instructor that invokes should be given the option to transfer completed course work. This may require the instructor to be presented with the name of the submitted assignment and for the instructor to type the corresponding name within the new course, or just hit enter if they are the same.
