What?

I have added/removed/altered:

Updated/consolidated pre-commit configuration
Ran all of the hooks
Added a markdown lint configuration following GDS guidelines

Why?

I am doing this because:

To reduce the overheads of conversation and feedback loops that come from ci
To improve security by blocking credentials from being committed
