Final code base with ICIP 2018 models (only)

This version is a final snapshot of the code to contain only the FireNet and InceptionV1-OnFire CNN models that came from the ICIP 2018 paper [Dunnings/Breckon, 2018].

Subsequent versions/commits in master will now proceed to add additional models (from ICLMA 2019 paper, [Samarth/Bhowmik/Dunnings, 2018]).
