Shade poll appears even when cultist is toggled off in character settings

Issue Summary

Cultist/Chaplain shade spanner appears but doesn't work if you have cultist disabled.
(This may allow for hogging of the shade spawned if it continuously picks the person with cultist disabled, I assume)
