docs: add T3-Turbo-biome to collection with both shadcn native & web ui

This PR adds my new T3 turborepo template with biomejs as primary linting and formatting tool fully configured with both shadcn web and native ui to t3 collection in docs

Fixed previous issue in PR #1762

Entire CI was success on previous commit. Then i upgraded react-query. Now it doesn't.
But CI still work on my machine.
