Pure tooling change, I will merge this PR myself.
Currently there is a problem with
pywin32, which with build 226 breaksvirtualenvon windows and thus also might break our tests (see) on windows.This PR disallows
toxto installpywin32==226, so tests can be run properly, on the CI and for new contributers aswell.
