As a user
I want to be able to sync my one-to-one messages with another peer
So I don't have to rely on store nodes so heavily

Description

Currently peersyncing only syncs communities messages. We should also sync 1-to-1 messages.
To start, we can sync any 1-to-1 message, but we will eventually have to take into account PFS and only sync messages with the devices that the message was originally sent. But that's outside the scope of this issue. For now we can sync any 1-to-1 message.
