Fix server tcpic close wait

When socket id were exist and not to establish connection to overwrite original socket id. Otherwise, the client close the establish connection but not exist server, it will cause CLOSE_WAIT connections.

+1 if this actually fixes the FIN_WAIT2 issue that it sounds like several folks are having (including myself).
