cenv-settings moved from `extra`-section in meta.yaml to `extra:cenv`

Configuration for a project like the name of the conda-environment, the python-version and the dev-requirements are now located at section extra:cenv in meta.yaml.

now supports `run_constrained` inside meta.yaml

added run_constrained inside requirements section of meta.yaml to be recognized during depenendency collection, too.
