SEADAS: Add Angular View Tool and support for NSIDC

This adds the new Angular View tool which can be used on PACE polarimeter data.

Some of the following may apply:
This handles fields for view angle in the Band class along with updating methods which read and write the Band class in order to have the view angle fields get copied to output files.

These revisions are also needed to support the NSIDC reader.

Note: this pull request is dependent on the snap-engine pull request for "SEADAS-angular-NSIDC-11.0.0-04-30-24" or "SEADAS-reproject-11.0.0-04-30-24"
