Preliminary support for xG24 Silicon Labs platform.

Radio model is being pulled from the included twonode_demo.resc script because of some dependency issue with the CortexM class that prevents us from including this model in the Peripherals.csproj file
efr32mg24.repl provides a functional Silicon Labs MG24 platform
