This change is to support requesting camera permissions at the target camera

Test Plan (required)

With the camera

Request camera permission when starting the "launchCamera" function
Start the camera

With the photo library

Require library permission when starting the "launchImageLibrary" function
Start image picker


          Request permission to use the camera with the target being the camera
