🆕 chore(opencommit.yml): add OpenCommit Action workflow

This commit adds a new file `.github/workflows/opencommit.yml` which contains the configuration for the OpenCommit Action workflow. The workflow is triggered on push events to branches other than `main`, `master`, `dev`, `development`, and `release`. The workflow sets up a Node.js environment, checks out the repository, and runs the OpenCommit Action using the `di-sukharev/opencommit@github-action-v1.0.4` action. The OpenCommit Action requires an OpenAI API key which is set as a secret in the repository's actions secrets. The customization options for the OpenCommit Action are also set in the workflow file.
