Returning to this because typst-css is almost ready to merge. 🎉 I've disabled the known-bad typst tests and fixed another of those nil caption problems. The remaining 4 failures I'm not sure about

This adds a workflow that tests the feature-format matrix. We expect the PR to fail because the feature-format matrix currently has failing tests.
