Here are two addition that make conan plugin more convenient for my workflow:

[conan plugin] Set build missing to false by default
[conan plugin] Add conan install step as first step

I'm not familiar to Gerrit yet but I'll push it there latest for proper submission process.

I'm also not sure the new default I propose is worth for the general case.
