Split list.c and set.c tests of _testcapi into two parts: limited C API tests in _testlimitedcapi and non-limited C API tests in _testcapi.

This change is extracted from the large draft PR #116567 which split basically all tests to show how it look alike.

I already moved 4 files from _testcapi to _testlimitedcapi, for tests which don't use the non-limited C API: commit 1cc02ca.

Limited C API tests now test the oldest API version, API version 3.5, except heaptype_relative.c and vectorcall_limited.c which need API version 3.12.

Hi! The buildbot wasm32-wasi Non-Debug 3.x has failed when building commit ecb4a2b.

Not good. I wrote #116974 to fix it.
