This pr adds a family of interior penalty (IP) discretizers based on dune-gdt (namely IIPDG, NIPDG, SIPDG, SWIPDG), as well as an IP-localized discretizer in the context of domain decomposition (the main purpose of which is to be used in the context of localized RB methods).
This is currently based on experimental bindings from the consolidation branch in dune-gdt (thus being based off of the latest pyMOR release branch, not main), and contains some code from #1387.
