Changes:
Upgrade to docker compose v2.
Upgraded docker and compose binary to latest release.
Now downloading static windows docker binary from downloads.docker.com
Simplified the download scripts

When merging this, ensure go modules are updated to point to correctly merged version of docker-compose-wrapper.
