Prior to this commit, customizable templates were limited to templates where either `template.is_default == true` or Template.org.org_type was exclusively a funder. This was an issue because the app's default Org is a funder AND an institution.

4.0.2+portage-4.0.4was a hotfix, and thus, the changes do not exist on the "integration" branch. This PR merges those missing changes into "integration".
